This range opens up meaningfully more options than the ultra-shoestring ฿5k tier. The DTV is still comfortably the best value for qualifying nomads and remote workers, but the ED visa now fits if you choose your school carefully, and Marriage Non-O becomes viable for those with a Thai spouse and an existing Thai bank account. Tourist visa cycling remains poor value — still costs more than DTV once you account for travel.
DTV: still the anchor recommendation
Even at the ฿20k budget ceiling, DTV wins on pure value if you qualify. Full annual cost with sensible usage:
- Amortised visa fee: ฿2,300/year
- One 180-day Jomtien extension: ฿1,900
- Re-entry permit (if travelling outside Thailand mid-stay): ฿1,000–3,800
- TM30 and 90-day online report: ฿0
- Realistic annual total: ฿4,200–8,000

ED visa: the ฿16,900–22,000/year track
If you do not qualify for DTV but want to learn Thai (or genuinely want the language school experience), the ED visa through a legitimate MOE-accredited Pattaya school sits at the lower edge of this budget tier.

The ED visa requires genuine attendance — a minimum of 8 hours per week for most MOE-licensed schools. Jomtien immigration has cross-referenced school attendance logs at extensions since 2025. ED visa pitfalls at this budget: Cheap packages advertising ฿8,000–12,000/year ED visas are almost all from non-accredited or loosely-accredited schools. These extensions are increasingly refused at Jomtien. Budget ฿15,000 minimum for a real school. The Pattaya-area Thai language schools with strong Jomtien extension records include several along Thepprasit Road and Sukhumvit Soi 15 area — ask for their MOE licence number and verify at moe.go.th before enrolling.
Tourist visa cycling: the math does not work
Visa-exempt entries (30 days for most Western nationalities, now extended to 60 days under 2024 rule changes for several countries) plus a single 30-day extension at Jomtien for ฿1,900 gives you 60–90 days per entry. To stay in Pattaya effectively year-round on this route:
- You need 4–6 border exits per year minimum
- Pattaya-to-Penang-return cheapest: ฿3,200 (budget airline, off-peak)
- One night accommodation in Penang: ฿900
- 4 runs × ฿4,100 minimum per run = ฿16,400/year in travel alone
- Plus Thai tourist eVisa fee if required for your nationality: ฿1,400 × 4 = ฿5,600
- Total: ฿22,000+ per year
This exceeds DTV cost while providing zero security (immigration officers have discretion to deny frequent border-runners). The tourist visa cycling is only rational if you genuinely want to travel to those countries and the visa is a side benefit, not if you are staying it out to maximise Thai time cheaply.
Marriage Non-O extension: fits if setup is already done
If you are legally married to a Thai national, the Marriage Non-O annual extension costs ฿1,900 at Jomtien — the cheapest counter fee of any long-stay extension. The total annual compliance cost:
- Annual extension: ฿1,900
- 90-day online report: ฿0
- Re-entry permits if travelling: ฿1,000–3,800
- Annual running cost: ฿1,900–5,700
This is spectacular value — but it comes with a ฿400,000 Thai bank account requirement (seasoned for at least 2 months before each extension) or ฿40,000/month combined household income proof. The bank deposit is your own money, not a fee, but you need to have it available. What cannot fit in this tier
- Retirement Non-O (domestic): ฿800,000 bank requirement. Annual extension only ฿1,900, but the bank seasoning requirement is a hard barrier for most at this income level, and the opportunity cost is real.
- O-A long-stay retirement: Mandatory health insurance adds ฿40,000–80,000/year — instantly above ceiling.
- LTR, SMART, Privilege: Application fees alone start at ฿50,000+.
